"Lord Voldemort Dead; War Over!"
As many in the magical community awoke on the cool May morning, they were rather astonished to find the front page of their local paper with such a headline. The Second Wizarding War was over. Voldemort had been cut down by the very boy who had vanquished him some years back and it sent shock-waves throughout the entire magical community. Even though the brunt of Voldemort’s evil regime focused primarily in the United Kingdom, the devious enjoyment of violence and sordid beliefs of blood purity had spread from the deserts of Africa to the cities of America. Old hatred had been released, hatred that could rival the darkest of magic, and other nations had begun to deal with their own cells of Death Eaters. The death of Lord Voldemort, later determined to have been Tom Marvolo Riddle, had an immediate effect across he Wizarding World and victory sprung up to quell many of the terrorist activities. Our story has come to focus on what has since happened in France, Norway, & the United Kingdom.
After the end of the First Wizarding War, France's Council of Magical Ministers declared they would remain neutral in all instances of Wizarding War going forward. The first war had left the nation’s magical community bankrupt and seriously damaged. The council worked hard to regain control and by the start of the second war, they boasted the third largest population of magical inhabitants on the planet. After the death of a Hogwarts’ student during the Tri-Wizard Tournament, France placed a travel ban on Beauxbatons and all magical citizens and attempted to close their borders before the evil spread. They were too late. The level of violence would prove catastrophic for France as they plunged into their own level of darkness. At the end of the war, France would report that nearly an eighth of its magical population had been murdered at the hands of ‘Voldemort Puppets’ and thousands of muggles were missing and presumed dead. The Council suffered a great deal of backlash for the unnecessary deaths with many citizens arguing that they should have went into alliance with the UK earlier to forge resources – a move that would have surely saved lives.
With its connection to Durmstrang, Norway had long been a suspected hotbed of dark magic The country had remained neutral and aloof during the First Wizarding War, but that only served to cultivate a large following for Voldemort and his views. Norway remained outwardly against the fight that Voldemort was waging, but did little to help its friends in France or the UK. It wouldn’t be until the end of the second war that their nature would come to light. After an intensive investigation, it was soon revealed that Norway had been offering safety and asylum for many of the notorious murderers in our tale. Within weeks after the final battle, the corruption clouded the political process and large riots broke out against this heinous policy of 'forgiving the sinners'. The riots would produce more causalities than both wars combined. With the second largest population of magical inhabitants, reports are varied on exactly how many lives were lost. Many still hold grudges against Norway for their lack of punishment for those who killed.
Home to the largest population of magical inhabitants, it is no shock that the United Kingdom was rocked the hardest by Voldemort’s relentless campaign of blood purity. Many remarked that they were unsure how the Second Wizarding War was even possible after all that had happened during Voldemort's first reign. However, with the Second Wizarding War behind them, the magical community of the UK vowed to never allow such terrorism to fall upon them again. Even with the promises of peace, there are many in the community who still feel that those in power during both Wars should have been held more accountable for their inaction or their support of questionable tactics.
Between 1998 and 2013, the magical communities around the world began to change. It was a necessity. The second war had only pushed the magical world closer to full collision with the muggle world – a muggle world far better connected than the magical world around it. Each country did something different, held their people to different standards, and it began to get a little messy for the changing times. History was bound to repeat itself in Europe if action wasn’t taken and so the top government officials in France, Norway, & the United Kingdom began to meet in secret to figure out a way to create an alliance between the three countries. It made sense. They were, generally speaking, close in location and boasted the top three populations of magical inhabitants.
The first announcement came on May 2nd, 2014. In honor of the sixteenth anniversary of the end of the second war, the magical government bodies of France, Norway, & the United Kingdom announced the creation of the European Magical Union [EMU]. The EMU was heralded as a way to connect the three largest magical communities, to unite the three countries and their resources to better serve their communities. The EMU was also developed to promote and ensure the free movement of people, goods, services, and capital. Within the first weeks of the creation of the EMU, another problem arose. While the EMU was doing great things to connect the communities of France, Norway, & the UK, it didn’t have real political power. The political power was still individually held by each of the three countries.
The answer to this came on May 2nd, 2015 during the celebration of the EMU’s first anniversary. It was announced that, come the first of January of 2016, the three magical governments of France, Norway, & the UK would consolidate their power and create one, united magical government to serve the newly formed EMU. That is how the United Magical Confederation [UMC] was born. The Ministry of Magic, the former government of the UK, announced that their form of governing and the main administrative setup would be used as a basis for this new government. The French Council of Magical Ministers announced that they would provide the new ministry facilities - a location unknown to anyone (or so they said). The Norwegian Department for Magical Lives announced they would provide a prison, newly built prior to the start of the EMU, and all other prisons would be closed and prisoners transferred to this new place. Each government agreed on the leadership of a Supreme Mugwump, a person elected every six years with no limit on how many times they could serve.
The centralization and consolidation of the government and these three countries has been both lauded and criticized. The newly built prison, referred to only as Eirkti, was also built in an area that is still unknown to many. Led by a Warden appointed by the Supreme Mugwump for life, the prison has been heralded as one of the best, even if some methods are questionable. As with the consolidation of political power also paved the way for the creation of the Magical Medicine Alliance. Lead by the Director of Magical Medicine (a position appointed by the Supreme Mugwump, but given great power upon getting the position), the three hospitals of France, Norway, & the United Kingdom joined into this alliance to better share patient files, advances in magical medicine, and it allowed for the easier movement of many of the healers in times of need.
The education system was also given a great overhaul under the changes. More power was placed in the hands of the school’s actual leadership and the government took a more monetary role. Beauxbatons, Durmstrang, & Hogwarts became publicly funded learning institutes with the Headperson creating policy and dictating curriculum. While the UMC continues to ensure each school remains in line with the government’s standards, the only true legislative power they hold over the schools is the ability to withhold monies, something a few corrupt Mugwumps have used to their own demise.
So that’s the story so far. Crime has been both high and low since the creation of the EMU. Some feel that Voldemort’s horrible ideals didn’t die with him and others feel that they are slowly working toward a future of harmony and equality with their muggle counterparts. However, there are still numerous pureblood families, and many hold this entire connection of power in contempt.
