Fey was born in Hokkaido Japan to parents David and Mikiya Rossetta. Her mother didn't work but sometimes sold paintings, she was kind, caring, impatient, and a bit quirky.
Her father who was never home was a workaholic, patient, stern man that didn't show his feelings well. If through no light effort you pierced his defense you'd know how much of a sap the old man was though.
Fey-Lynn lived in 3 different homes and went to 4 different schools in the 9 years of her life spent in Japan, then it was on to England where she spent the next 9 in 7 different homes and 6 schools.
Despite missing a few great friends, and enjoying many locations Fey was actually thankful for the change of pace, more then many would call her weird when she admitted that but regardless, her father was thankful his work didn't cause an issue with his daughter's upbringing.
Always fond of fire there was very few incidents regarding Fey's ability, she was raised right and careful. Fire was most dangerous to people that didn't respect chaos. The knowledge and acceptance that everything changed and everything ended was a strong asset to controlling such a destructive force.
Fey was quick to make friends and just as fast to lose them in many cases. She managed to alienate an impressive amount of people with tall tales, secrets, and outright fabrications of the truth.
school counselors liked to call it compulsive but that wasn't the truth.
What Fey did was construct scenarios, scientific states of behavior around those she met. She examined the human condition at it's psychological level.
It interested her something so simple and easy has such a power on those around her.
Throughout her playing with the minds of others she learned how to more directly effect one of the strongest aspects within it; Memory.
With her chaotic inconsistent education, colorful history of detention, psychiatrists and her homework largely untouched due to her hatred of consistent scheduled intrusions into her life, Fey managed to graduate high school with fluke tests and genuine interest in learning.
Her mother would have been proud to see her get to this point but lost a battle to cancer 3 years short of being there.
Dad was noticeably more supportive despite his distance but Fey understood and didn't mourn her mom, missed her, but did so with a smile.
The three greatest beings in Fey's life were her parents, who she respected and loved through anything.

Fey couldn't know anything about such a deceptive being, but what she did embrace was deception itself. It was a freedom to her, something intrinsic to her being. The notion that mere experience and fact didn't effect what others saw in her. Respecting her God's secrets she expected the same from him and all others in life.

Leaving home, she supported herself with freelance writing, art, a healthy fund her father worked hard to give her, and her mind.
Scams and gambling were something she enjoyed doing as much as any hobby.

Curiosity, boredom, and a need for new things has caused Fey to be a sort of Jack of all trades. She knows a bit of a lot, can use her preferred weapon with some decent ability but only really excels in the ability to burn things and mislead them.
She lacks a real intent, though if pressed she'd be for good in the world and freedom. But at the same time the nature of deception causes few to view it that way. Most accurately she is merely curious and likes to meddle for the better or worse in many affairs.
